Legislative Council (AR) Meeting

We had a great AR meeting last night!  I appreciate all of the AR's who attended and stayed throughout the meeting.  UEA President Sharon Gallagher-Fishbaugh came to talk about the UEA Convention and Education Exposition next week. 

Debbie Atwood at Falcon Ridge, Christy Baker at West Jordan High, and Paul Noble at Copper Hills were voted to be on the Joint Educator Evaluation Committee (JEEC).  They will join Marilyn Kurt from Joel P. Jensen who still has time left on her term.

Watch for the Red Flags information from your AR.  Read through that information so you know how to handle a situation that may arise.  Also, your AR may talk to you about the JEA Death Benefit.  When an active member who is part of the Death Benefit program passes away, all JEA members who are enrolled in Death Benefit have $4 donated at the time of their dues payment that goes to the family of our JEA colleague who has passed.

School Visits

I had to opportunity to meet with teachers at Monte Vista and Fox Hollow last week.  They have concerns many of you share about steps and lanes, insurance, and morale.  There are so many great teachers we want to remain in Jordan District.  I thank the AR's at those buildings for inviting me out and the teachers I was able to meet.

Traditional Elementary New Teacher Induction

Thanks to those AR's who came to the park to help with NTI today! We were able to talk to a lot of new teachers and introduce them to the JEA. In addition, UEA President Sharon Gallagher-Fishbaugh spoke to the new teachers. We'll be at it again tomorrow for secondary new teachers.

Jordan UniServ AR Training

We held a great AR training in conjunction with Canyons Education Association last night.  We had a good turn out! I was pleased with the engagement and questions coming from AR's who want to represent our members well. Our focus this year is on member engagement and recruitment through relational organizing. Legislative Council (AR) Meeting

We had a good AR Meeting last night.  We heard from Dan Bseiso of Western Governor's University about discounts, scholarships, and fee waivers for NEA members.  Please contact Dan at dbseiso@wgu.edu for more information.

Congratulations to the following schools for being on track to have 100% EFT flips by the end of May:  JATC (100%), Southland (100%), Jordan Ridge, West Jordan Elementary, Rosamond, Oakcrest, Eastlake, West Jordan Middle, Majestic, Copper Canyon, Elk Meadows, Elk Ridge, Valley, Butterfield Canyon, Westvale, Hayden Peak, and Terra Linda!

We heard speeches from the candidates for JEA Offices.  See this blog post for more information.  Primary voting for vice president is taking place now through Thursday, March 22.  Ballots are due by 5:00 to the JEA Office or the mailroom at the ASB.  Finalists will be announced on Friday.  Once general election ballots are printed, they will be sent out.

We also discussed the legislative session that just concluded.  Many items that UEA was worried about including limits to collective bargaining, loss of payroll deduction for dues collection, vouchers/tuition tax credits, and eliminating orderly termination died this year.  The budget funds new student growth, a 1.16% on the WPU, which will cover the increased costs of Social Security and retirement, and teacher supply money.  Computer adaptive testing was funded as well.  If you are a parent and wish to be on the School Community Council at the school your child attends, you may now do that.  There is a pilot program for Peer Assistance and Review, a program developed by NEA over 20 years ago.  We will wait to see if Jordan applies to be part of that pilot.

SB64 - Public Education Employment Reform was discussed at length.  Please visit UEA Under the Dome for all the details.  If you have any questions about this bill, please let me know.  UEA, Utah School Boards Association, and other education groups were involved in writing this bill.  It raises accountability, emphasizes instructional improvement, ties salary to satisfactory performance, expedites the dismissal process, and provides guidelines for administrator evaluations.

Legislative Council (AR) Meeting

The AR meeting last night went well.  We talked about the EFT flip process and the progress that is being made.  It is slow but steady and hope to keep the momentum going.  If you have not had a meeting about the EFT flip, contact your building AR. 

Kyle Hansen from Human Resources came to talk about a few things with the coming of the transfer season.  He stated that the Intent to Return will not be going out, because the information was not useful.  Instead, there is an Early Notification Incentive of $200 to be paid on the final paycheck to licensed personnel who submit the Resignation Form to their principal and HR by March 1.  The intent is to help principals know of open positions and to be able to avoid a Reduction In Staff (RIS).  There will then be two Teacher Transfer Fairs:  Elementary on Friday, March 23 from 3:00 to 7:00 at South Jordan Middle and Secondary on Monday, March 26 from 10:00 to 2:00 at Riverton High.  This will give teachers the opportunity to meet with principals and have more choice in where they wish to transfer.  This process is also happening early to avoid a RIS.  Once the known RIS are identified by their principal through meetings with the Administrator of Schools to determine "school need", they will be placed into positions for which they are qualified.  Then the regular transfer window will open up.  If you are considering a transfer, attending the Teacher Transfer Fair is a great chance to determine where you would like to teach next year.

Any active JEA member may file a petition with 25 signatures of JEA members to become a candidate for any open position.  If you are interested, please contact me at jennifer.boehme@utea.org to receive a petition.  Petitions are due to the JEA Office by 5:00 on Wednesday, February 15.

We discussed the legislature and bills that are being run this session. You can go to Utah Public Education to see a summary of Senator Osmond's SB64:  Public Education Employment Reform Act.

We also talked about the importance of caucus attendance to become a delegate or to elect public education friendly delegates.  You should have the opportunity to watch the video on becoming a delegate that is linked on the Utahn's for Public Schools website.  It is 17 minutes long and a bit boring, but it does contain good information on the process and importance of caucus attendance.
Caucuses are scheduled for Tuesday, March 13 for Democrats and Thursday, March 15 for Republicans.  Any JEA member who attends their caucus will be entered into a drawing for a restaurant gift card.  We will collect this information on Friday, March 16.  Please take the time to attend and become involved.  Most decisions about education are political decisions.

Legislative Council (AR) Meeting

Legislative Council

The JEA AR's met on Wednesday for our monthly meeting.  UEA President Sharon Gallagher-Fishbaugh spoke for about 30 minutes on issues facing teachers and the association.  Jordan School Board member Corbin White also attended and spoke for a few minutes.  He answered questions and seems to truly want to do what is right by teachers.

I appreciated the teachers who stayed to the very end to discuss and approve the JEA budget for the year.  I promise to not allow a meeting to go that late again!  Our next meeting is November 16, and it is imperative that each school be represented.

Legislative Council (AR) Meeting

Last evening was the monthly JEA Legislative Council meeting.  AR's were notified of a Death Benefit that will be withdrawn from your October paycheck.  Craig Peterson, a teacher and JEA member at Jordan Hills, passed away in August.  He was part of the JEA Death Benefit program.  All teachers enrolled in the program at the time of his passing will have $4 deducted from their October paycheck.  A check for almost $1700 was given to his widow and the deductions will replenish the account.

Several building concerns from elementary, particularly year round, schools were asked.  During the 2009-2010 negotiations, the 9 hours of pay for track on days planning was rolled into salary.  You are being paid, you just don't have to track your hours.  You are expected to put in the 9 hours over the 3-4 track change days.  Teachers who move rooms are still paid $100 when they track on.  If this is not happening, talk to your school secretary.

Options for holding PLCs were discussed.

There is no policy on the placement of students needing special services.  Some teachers have an overload of Resource, Speech, or ESL students.  One way some principals even in year round schools have handled this is to place all of those students first and then place all other students, distributing evenly those with special needs.

Class sizes in a grade can begin the year up to 5 different, i.e. one class of 20 and one class of 25.  Once school starts and students move in, they should go to the smaller class, but keeping siblings on the same track may mean that some classes have more than a 5 student differential.

Special service providers (Resource, Speech, Guidance, etc.) being part of duty rotations and committees was questioned.  This is done on a school by school basis at the principal's discretion.  One suggestion was that these faculty members take duty the first two and the last two weeks of the year when they are not servicing students.

The report cards for all grades have been finalized for this year.  K-5 have new Language Arts standards tied to the Common Core.  One AR pointed out that there is no Independent Reading.  Another school is doing Independent Reading for the Ken Garff Road to Success Program.  The "Language Components" should not be on the sixth grade report card, so the sixth grade teachers should mark N/A on all three terms for "Language Components".  The sixth grade Math standards changed to match the Common Core.  Other changes include more accurate descriptors of Social Studies and Science topics and Guided Reading Level benchmarks for each grading term.

We watched a video on the Early Years of NEA.  It pointed out how NEA was inclusive of women and minorities in the late 1800's, but then later laws prohibited that inclusion.

We review Sick, Personal, Alternative, and Bereavement Leave.  If you ever had a question about what qualifies, you can check the policy online or contact JEA.  We can help you through any of these leave benefits.

AR's reflected on their membership goals and made new ones for October.  Debbie Brown won the drawing for AR's who recruited the last 25 new members.

AR's were asked to set up a JEA e-mail list for members in their building and to provide me with contact information on one parent willing to serve on UEA's Parents for Neighborhood Schools.

I showed AR's the MyDeals app available for Android and iPhone.  You need your membership number for it to work.  If you cannot find your membership card, just let me know, and I will send it to you.

Year-Round New Teacher Induction

A BIG thank you to all the JEA Executive Board Members and AR's who helped this morning at Year-Round New Teacher Induction.  Of the 78 new teachers attending, 10 became JEA members today!  We are excited to have these great new teachers as part of our professional association.

Legislative Council (AR) Meeting

We had a great meeting last night!  Your building AR should be going through a PowerPoint on Who Decides?  This talks about the many decisions made by people other than you, often with less knowledge than you, which impact you and what you do in your classroom.  This lesson goes along with the information in the TEF video produced by UEA.

I would also like to encourage you to vote in the UEA Election.  The ARs voted to support Robin Frodge for the NEA State Director position.

An issue came up about supplies from the District and the 12% surcharge.  I spoke to Richard Field, Central Warehouse Manager.  He said the 12% is not a delivery charge; it is a charge to pay for the running of the warehouse.  Also, what I understood and stated was incorrect.  The prices listed DO NOT include the 12% charge.  Secretaries may charge your grade level or department account the 12% at the time of the order or at the end of the month when the school is charged by the warehouse. 

I also asked Mr. Field about substitutions.  He said that there shouldn't be substitutions, that items are usually backordered.  He also said that you are allowed to return unused items within a month of the order.

We had a great meeting last night!  We reviewed what happened at the legislature, see UEA Under the Dome for a summary.  We heard speeches from candidates for JEA and UEA offices.

Legislative Council (AR Meeting)

We had a good meeting this evening.  Everyone in attendance wrote a postcard to one of their legislators.  Your AR will be asking at least one other person in the building to write a postcard too.  The postcards are pre-addressed and paid for.  All you do is add the name of your legislator, your return addres, and your message about public education.  Please take the time to do this if you are asked.  We need our stories to be heard on the hill.  Tell your legislators how cuts will hurt your classroom.  Tell how cuts this year already have hurt.

The AR's moved to recommend Robin Frodge as NEA State Director in the current UEA primary election.  You will receive your voting card from your AR.  Please vote!  This is a statewide election, and we are supporting Robin.  Go to myuea.org/vote to vote today.

Candidates for JEA High School Representative on the Executive Board include Debbie Brown, Bingham and Jack Duffy, West Jordan High.  Lauren Flygare is the candidate for Middle School Representative on the Executive Board.  JEA elections will begin mid-March.

Western Region Leadership Conference

JEA VP Kevin Ball, JEA Executive Board Members Lauren Flygare and Karl McKenzie, and I attended the NEA Western Region Leadership Conference from last Friday evening through last Sunday at the Hilton downtown.  The theme was "Turning Hope into Action, Action into Power".  We met as a state caucus then listened to NEA President Dennis Van Roekel speak at the opening dinner. 

Saturday was spent learning about and then discussing a particular element about the Association.  Political Action, Member Concerns & Representation, Funding Public Education in a Difficult Economy, Education Policy and Membership Organizing were the focus areas.  After focusing on one area all day, we met together to make a plan.  We did this as the Jordan UniServ.  We decided that funding is a huge issue, and we need to get the TEF message out, educate members, and work with legislators to help increase funding for public education in Utah.  One part of this is looking at each work site or building as its own education association with the AR leading the members at that site.  This is an interesting concept we will be looking at further.

Lily Eskelsen was the speaker at lunch on Saturday.  She talked about her visit to Honduras.  While there, she visited with local villagers about how they were working their way out of poverty.  The lessons she learned from them are:
  • focus on assets
  • empower the powerless
  • answers come from within - not from "experts"
  • build a culture of cooperation and support from the bottom up

She also spoke about the PISA Report that ranks the U.S. 10th in reading, 17th in math, and 12th in science out of 65 nations.  The countries that are outperforming the U.S. are doing exactly the opposite of what we are seeing as part of "education reform".  In other nations, they have equity, no high-stakes tests, no ability grouping, local authority, better teacher preparation, and pre-school.

November Legislative Council (AR) Meeting

I feel like I did not lead the meeting well.  I hope you can chalk it up to my inexperience.  I apologize to secondary teachers for the extensive discussion around elementary issues.  I know those issues need to be heard, and the teachers need to share what is happening at their buildings.  I have talked to a couple of other local presidents to gain ideas on how to handle local concerns that are focused on one group and need the kind of time we devoted to them last night.

I have decided I will allot 20 minutes each meeting for building concerns.  If we need more time, we will finish the items on the agenda, and those who wish to stay to continue the discussion on the building concerns will be welcome to do so.  Those for whom the issues do not apply would be able to leave.  I do not want AR's to feel the meeting is a waste of time, nor do I want AR's to feel they are not being heard.  I hope this format will prevent a needed discussion from taking away the other items of business and training on the agenda.

If any of the AR's have other suggestions, I am open to hearing them.

October Legislative Council (AR) Meeting

We had a great meeting this afternoon.  John Rendell, Gary Olsen, and Chad Reyes, all recommended candidates for the Utah House of Representatives were there to speak and gain support. 

John Rendell can use volunteers the next two Saturdays, October 16 and 23.  His groups meet at Midvale Elementary at 9:30.  You can also help with a Get-out-the-vote phone bank on Wednesday, October 20 from 5:30 to 7:30 at 782 E. South Temple.  If you have additional questions, call John at 801-839-9249.

Gary Olsen is also walking on Saturdays.  On October 23 he will be in the Skye Park (9200 S. 4800 W.) area.  Other areas where he needs help are Daybreak and around the Salt Lake County Equestrian Center (11200 S. 2200 W.)

Legislative Council (AR) Meeting

Last night we had a good Legislative Council Meeting.  Most schools were represented.  We discussed local building concerns, PAC (political action), and negotiations.

AR Training

We had an excellent AR training this evening. AR's learned about the status of negotiations, learned more about the UEA message of Speak for Tomorrow Today, Make Quality Public Schools a Priority Now! and the basics of being a great AR. Thanks to all of those great AR's who attended!

I am now at the School Board Meeting. I was able to access Facebook to post updates at the last meeting, but I'm having problems accessing Facebook tonight. I'll keep working on it!

Association Representatives are important

I have realized how very important Association Representatives (AR's) are for each building. Tonight is AR training. Please attend to learn more information about negotiations, the UEA message, and how to be an effective AR for your school.

I also want to thank in advance the 15 AR's who have volunteered to attend New Teacher Induction on Wednesday morning. Meeting a JEA AR from the building where they will teach helps new teachers know who can accurately answer questions about the Association.

I have finalized all preparations for these two events and begun work on compiling the documentation required by Ralph Haws, the Hearing Officer.
